INSTRUCTIONS & FORMS: Vendors who are interested in qualifying to provide freight transportation services for the State and Federal Surplus Property Program should first carefully review the Sample Freight Transportation Service Provider Contract, the background information in Step 1, and the instructions in Step 2 to determine what documents are required for submission.
STEP 1 - Read this section for background and general contract information
In accordance with provision of Texas Government Code, Chapter 2175, Surplus and Salvage Property, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is seeking vendors for freight transportation services for pickup and delivery of federal and state surplus property in the continental United States.
Contract Term: It is the intention of TFC to award to multiple contracts to qualified vendors of freight transportation services through August 31, 2018. The contract may be renewed for one (1) additional two (2) year period.
Statement of Work: Provide freight transportation services as outlined in the Sample Freight Transportation Service Provider Contract. It is not the intention to award to a specific number of vendors; additional vendors may be approved throughout the initial contract term. Vendors must have the ability and possess proper authority to provide freight services. TFC routinely transports property from Federal agencies to three locations in Texas:
Review by TFC: Upon review and acceptance of the requested documentation, the Texas Facilities Commission will review performance history, authority, and safety prior to executing the contract. These reviews shall include, but not be limited to: Texas Vendor Performance Tracking System, System of Award Management, Safety and Fitness Electronic Records (SAFER) System, Federal Motor Carrier Safety Administration, and Texas Comptroller of Public Accounts.
Notification of Approval: If approved, a contract will be sent to you for review and signature. Upon receipt of the signed contract, TFC will sign and return a fully executed contract to you and you will be added to the list to begin receiving Freight Quote Request documents as specified in the Freight Transportation Service Provider Contract.

IMPORTANT! Please be sure to include all required documents listed above in Step 2. Incomplete submissions will not be considered. TFC will notify your company by email if your qualifications are rejected due to insufficient or incomplete documentation.
