TFC Overview and History

HISTORY

The TFC was originally established in 1919 as the State Board of Control, which mandated consolidation of the State’s purchasing, printing, and property management functions. The State Purchasing and General Services Commission replaced the State Board of Control in September 1979. The agency’s name was changed again in 1991 to the General Services Commission. The General Services Commission (GSC), the TBPC’s immediate predecessor, was abolished in 2001 by the 77th Legislature. For more information, please visit the Handbook of Texas.


OVERVIEW OF AGENCY SCOPE AND FUNCTIONS

The Texas Facilities Commission oversees the building maintenance and construction activities of state-owned office buildings and facilities, leasing procurement and office space lease management services for other state agencies.

TFC’s primary statewide functions include:

Commercial Parking and Events  - Handles parking in state-owned parking lots and garages for special events. Planning & Asset Management Division - Key division functions are long-range strategic master planning, asset management, real estate development, space management, and oversight of State lease procurement services. These responsibilities include space allocation, oversight and reporting for all TFC leased and owned facilities; creation and approval of space allocation standards for tenant agencies; land acquisition coordination services; real estate market research and analyses; maintaining TFC’s facility inventory database containing occupancy, space use, and cost information for the Commission’s 28.4 million square feet of owned and leased land, office, warehouse, and parking facilities.
  • Portfolio Management - Negotiates and oversees approximately 10 million square feet of leased space on behalf of state agencies.
  • State Lease Services - Administers approximately 1,100 leases worth over $117 million,
    annually.
  • Planning & Asset Management Division – Manages and allocates space for state agencies in TFC’s state-owned office buildings.
  • Commercial Parking and Events – Manages parking in state-owned parking lots and garages for special events.

 

TFC has taken the lead on a $15.5 million renovation of the Lorenzo De Zavala Building in Austin, thus ensuring the legacy and safety of the historic collection of documents that range from original, hand-drawn plans for the Capitol building to documents from current Gov. Rick Perry’s administration.


Facilities Design and Construction -
Includes statewide facility design development and construction. Program areas in this realm include Facility Design, Architecture, Engineering, Construction and Project Management.

  • Oversees design and construction of state facilities.
  • Currently manages 125 projects worth over $500 million.
  • Facilities Planning – Maintains Facilities Management Plan and a real estate management and development strategy for the State of Texas.




Sam Houston Cooling Operation Facility Operations and Maintenance -
Manages and provides maintenance service and utilities to the state-owned facilities and grounds included in the TFC inventory. 

  • Custodial - Responsible for 6.055 million cleanable square feet in 68 state-owned facilities.
  • Maintenance - Provides services for approximately 6.745 million gross square feet of office space comprised of 68 state-owned facilities.
  • Grounds Keeping - Responsible for the maintenance of 310 acres of grounds areas of stateowned facilities, parking lots and garages.
  • Deferred Maintenance - Oversees an appropriation of $64 million in deferred maintenance projects.



Support Services -
consists of the Federal Surplus Property, State Surplus Property, and Recycling and Waste Management. All of these programs provide invaluable support to various state agencies, but they also provide vital functions to citizens and clients of the State of Texas.

  •  State Surplus Property - Sold over $10.2 million in surplus property in FY2007.
  •  Federal Surplus Property - Saved qualified organizations over $7.3 million in property in FY2007.
  •  Recycling - Generated $251,171 in revenue from 2,492 tons of recyclable goods in FY2007.
