Kay Molina

Kay Molina photoKay Molina is General Counsel of the Texas Facilities Commission (TFC). She came to the TFC from the Railroad Commission of Texas, where she was Chief of Staff and Legal Counsel to Commissioner Victor Carrillo for more than four years.

Kay’s role is vital to an agency whose extensive scope of work includes managing, constructing and maintaining billions of dollars of State assets. TFC currently manages approximately 125 facility design and construction projects worth over $500 million, maintains and operates 134 state-owned office buildings, facilities and properties, and manages a lease portfolio of approximately 1,100 leases worth over $117 million.

While at the Railroad Commission, Molina advised on all matters affecting the agency, including budget, legal, legislation, policy, personnel, open government and procurement. Molina also performed high level administrative and management tasks with various offices and with the Executive Director while at the Railroad Commission. She reviewed and approved agency contracts, procurements, employment and budget issues.

Molina also briefed Commissioner Carrillo on all cases heard before the Railroad Commission, including oil and gas cases, surface mining permits, gas utility rate-making cases and pipeline permits and cases. Molina worked as Staff Attorney and Director of Coastal Projects for the Texas General Land Office (GLO) from October of 1995 until February of 2003.

She prepared/negotiated consultant, professional service, outside counsel, interagency, interlocal and construction contracts while at GLO, and also served as the agency’s Public Information Coordinator. As Director of Coastal Projects, Molina assisted the Land Commissioner with implementation of the Coastal Erosion Planning and Response Act and also hired and managed Coastal Projects staff.

Molina is a graduate of the Texas Tech University School of Law, with an undergraduate degree from the University of Texas.
