Commissioner Douglas M. Hartman was appointed by Lieutenant Governor David Dewhurst in 2009 for a term to expire January 31, 2013. Commissioner Hartman currently serves as President and Chief Operating Officer of Austin-based Hartman & Associates, Inc. and the Hartman Foundation, Inc. Hartman and Associates is an investment banking firm specializing in commercial real estate and various private equity investments throughout the state of Texas.
The Hartman Foundation is a private operating foundation which facilitates the following three objectives: 1) The cultural, civic, and entrepreneurial development of the greater metropolitan Austin area; 2) Public policy analysis primarily related to taxation and education; and 3) The development of secondary level educators through the “Hartman Scholars” scholarship program.
Before joining Hartman & Associates, Commissioner Hartman was President and COO of Austin-based Hartland Bank, a $320 million family owned bank holding company with eight locations across Central Texas. This institution was the largest locally owned bank in Austin when it was acquired by Compass Bank in 1999. He has over 10 years of commercial banking experience since starting as a credit analyst with NCNB in 1990.
Commissioner Hartman holds a bachelor’s degree in economics and history from Wake Forest University and earned his MBA from the University of Texas at Austin.

The Texas Facilities Commission consists of seven board members. Three members are appointed by the governor, two additional members appointed by the governor from a list of nominees submitted by the Speaker of the House of Representatives, and two members appointed by the lieutenant governor. Executive Director Terry Keel manages the day-to-day business of the Commission, employs staff and fulfills duties and responsibilities assigned by law or delegated by TFC.
