Deputy Executive Director for Facilities Design & Construction division (FDC)

John Raff is the Deputy Executive Director for TFC's Facilities Design & Construction Division (FDC) that includes Project Management, Operations & Maintenance (O&M) and Minor Construction (MC). Mr. Raff was previously Director of Project Management for FDC and has an accomplished background as a structural engineer.

John oversees TFC's execution of construction projects and guides the strategies towards building operations and maintenance as well as small projects conducted by the minor construction group. TFC's design, construction and operation of facilities involves billions of dollars of State assets. The Project Management program area currently manages approximately 80 FDC projects exceeding $400 million and the Operations and Maintenance program maintains and operates 134 state-owned office buildings, facilities and properties.

The duties assigned to Mr. Raff include project planning, oversight of studies and reports to articulate the capital improvement needs of client agencies, oversight of contract management and direct responsibility to Executive Director for progress reporting and Commission action items. In his position he manages the performance of projects from inception through completion, provides guidance for necessary corrective action and works closely as a member of the agency's executive staff on departmental strategic planning, budgeting, and the establishment of goals and objectives for TFC.

Mr. Raff graduated from the University of Texas at Austin with a Bachelor in Civil Engineering in 1980. He joined the TFC team from Jaster-Quintanilla & Associates, Inc. where he held the position of Partner and Senior Project Manager. In his 25 year tenure in the private sector, John designed and managed the structures for several high profile UT Austin projects. Additionally, Mr. Raff is the structural engineer of record for the Palmer Events Center and associated parking garage for the City of Austin and performed as one of the engineer's project managers for the Terminal Access Roadway, Elevated Roadway and Surface Parking Lot for the Austin Bergstrom International Airport.
