Deputy Executive Director of Planning and Asset Management

Mike Lacy Michael J. Lacy serves the Texas Facilities Commission as Deputy Executive Director of the Planning & Asset Management Division. His key division functions are long-range strategic master planning, asset management, development, space management, and oversight of State lease procurement services. These responsibilities include space allocation, oversight and reporting for all TFC leased and owned facilities; creation and approval of space allocation standards for tenant agencies; land acquisition coordination services; real estate market research and analyses; maintaining TFC’s facility inventory database containing occupancy, space use, and cost information for the Commission’s 28.4 million square feet of owned and leased land, office, warehouse, and parking facilities.

Mike joined the agency in 1992 as a Planner in the Office of Facilities Planning within the Executive division and over the ensuing years has served as Senior Planner, Assistant Director, Director of Facilities Planning, and State Lease Officer. Of note, he performed the duties of both the Director of Space Management and State Lease Officer during a two-year transitional period for the agency.

A native Texan, Mike grew up in Northern Virginia and attended Virginia Tech where he earned the professional degree of Bachelor of Architecture. Upon graduation Mike worked the next fourteen years building his facilities planning, design and management career with the Washington Metropolitan Area Transit Authority where he rose from a draftsman in the office of planning to lead the facilities design and management program in the Department of Administration.
