Tommy Oates

Chief Safety Officer & Director of Risk Management

Tommy Oates Tommy Oates serves as TFC's Chief Safety Officer & Director of Risk Management. His key division functions are oversight of risk management, safety and security matters for TFC relating to all aspects of facilities. He also is in charge of agency programs related to health and safety, worker's compensation and continuity of operations.

The division under Mr. Oates is additionally responsible for matters related to access controls, criminal background checks, agency risk management training, accident and incident reviews, agency inspections and internal investigations.

Mr. Oates served as a Texas State Trooper for ten years from March 1997 to December 2007. He was selected to serve on the Texas Honor Guard Team for seven years. Following his service with the Department of Public Safety he began with TFC as a risk management specialist. Mr. Oates' background also includes having been the co-founder and owner of a small business serving customers in the central Texas area.

Mr. Oates has a Bachelor of Science from Union College at Barbourville, Kentucky. He has a triple major in criminal justice, psychology, and sociology. He played defensive back for the Union College Bulldogs football program and later played pro ball from 1994 to 1997 in the Canadian Football League and in the U. S. Arena Football League.

Mr. Oates has extensive experience in law enforcement, courtroom presentations and business management. He holds both a Master Peace Officer license and an instructor certification from the Texas Commission on Law Enforcement Officer Standards and Education.
