Sandy Williams

Sandy Williams is TFC's Historically Underutilized Business (HUB) Director. Under her guidance, TFC works to ensure that all businesses-regardless of size, economic, social, or ethnic status-have an equal opportunity to participate in the agency's procurement process.

Sandy brings a unique perspective to the position because she is familiar with both sides of the industry. With over 30 years of purchasing and contract experience, she is skilled in the evaluation of subcontracting plans and contract compliance. Additionally, as a former small business owner, she is sensitive to the challenges associated with HUB businesses. Sandy's goal is to increase HUB participation in the procurement of TFC's goods and services, including construction.

Sandy joined TFC in 2008 as a Purchaser. She became a TFC Contract Specialist in February 2010 and her appointment to HUB Director began in April 2011.

In addition to her Associate's Degree in Purchasing/Materials Management and Contract Management Associate's Certificate, Sandy is a Certificated Texas Contracts Manager (CTCM), and a Certified Texas Procurement Manager (CTPM). Her prior experience also includes assignments as a Small and Disadvantaged Utilization Specialist and EEO Counselor for the Department of Defense.

A Southern California native, Williams moved to Texas in 1995. She is the mother of three and the grandmother of five.
